In one way, the announcement does not surprise. Central Europe is historically a dangerous place and the Poles have wiped it off the map more than once. In recent years, it has become increasingly clear that the belligerent behavior of Russia's old enemy is a real threat to most politicians. Indeed, the 2017 plan to increase defense spending to at least 2.5% of gross domestic product (GDP) by 2030 (well above the NATO target of 2%) was supported by much of the political spectrum. The plan authorized the purchase of advanced equipment, including 32 F-35 fighter jets, Patriot missile systems, new submarines and frigates for the Baltic Sea, plus personnel for them.
The new spending commitment came from Polish Defense Minister Marius Blaszczak at the end of October. He said the unique financial vehicle that the Armed Forces supported the Fund was to finance the expansion of bonds through government bonds. This arrangement is outside the normal budget process and has been criticized by the national auditor for its lack of transparency.
